Our Proposal

A partnership to give Market Harborough a lasting community asset on the canal.

Project Fernie needs land. We have identified a site on the Grand Union Canal in Market Harborough that could provide TS Fernie with a permanent home and the town with a lasting community asset. The site is currently unused, and we have had initial conversations with the landowner about bringing it into community use. With the right agreement in place, it could serve young people and the wider community for generations.

What we are proposing

We would like to propose a long-term lease on the site at a peppercorn rent to the trustees of the Market Harborough and the Bowdens Charity. TS Fernie would develop, manage, and maintain the building entirely at its own cost. The charity would retain ownership of the land throughout.

This is not a request for funding. It is a request for the land to make the project possible. That said, we would welcome any support the charity feels able to offer as the project develops.

Why this fits

The Market Harborough and the Bowdens Charity exists for the general benefit of the inhabitants of the Market Harborough area, including the relief of need and hardship, and the provision of education and vocational training for those who need support to access them. A building that provides young people with a permanent home for cadet training, vocational qualifications, and community activities aligns directly with those objectives.

Protecting the charity’s position

We understand the trustees have a duty to act in the best interests of the charity and its beneficiaries. Our proposal includes two key protections.

A reversion clause that returns the land to the charity if the project does not proceed or TS Fernie ceases to operate.

Community benefit covenants ensure the building remains open to the wider public and is not used exclusively for cadet purposes.

Access to the site

The site requires an access easement across land to the north. We have been working to establish contact with the landowner to progress this as part of the overall project.

Where we are now

TS Fernie is working through the steps needed to take on land and hold assets in our own right, including converting to a Charitable Incorporated Organisation. We have already spoken with trustees of the Market Harborough and the Bowdens Charity and are grateful for the openness and goodwill they have shown. The foundations are in place. Now we need to build on them.
